Yes, for moving in cold weather: hiking, skiing or a day in the mountains. For long stops in very cold conditions, add an insulating layer over it.

Does it protect against wind and rain?

Wind up to a fresh breeze, 20 to 40 km/h. Rain, no: it isn’t waterproof.
